Worth noting that once again (like helmets) the UK is applying regulations that the rest of Europe takes virtually no notice of.

In France for example it is effectively impossible to be a professional sportsman unless you are prepared to pay huge mandatory social sucurity contributions. Thus every French licence holder from day one of getting in a Kart (no novice system or graded licences here) is issued with a licence that has the EU flag and is valid to compete anywhere in Europe at any level.
