The MSA have explained to me how it works, I must say I was a bit confused as well. So here goes:
The PG Entrant licence must be purchased with any minor's licence, referring to their children.
That PG licence must be brought to every race.
If it is in Dad's name and pix, and Mum brings him or her a simple letter from Dad saying Mum is using it will suffice.
If a mechanic or other person is signing the kid on, then the PG Entrants licence must be produced with a letter of authority from the PG licence holder. That person, the Entrant on the day, is responsible for his actions and anyone else in the team on the day. The holder of the PG Entrant licence is responsible and fully liable and responsible as if they were there.
If a Team Entrant licence is being used, then the PG Entrant licence and letter of authority must be shown as well.
A PG Entrant licence can only be used for the minor that is was taken out for, not for anyone else.
