The rules are
Karts involved in the incident that csused the red flag - or had to stop because of it, if scrutineered and are safe to continue without work, and the driver is passed by the medics may start at the back (and only the back)
Unless everyone is sent back to the pits to have wets or some such fitted, then it is a competely new race and starts again as if it had never been held
But if the kart needs mechanical attention then it cannot be worked on until the race restarts which means in practice it is driven to the pit repair area to be fettled once the grid is under way again. If it is taken back to the pits in the stoppage it cannot restart the race as it has broken the parc ferme that exists during the stoppage.
Karts that stopped before the red flag cannot take the restart (unless it is a completely new race when everyone has gone back to the pits or the dummy grid)
