Moving forward in the kart and towards the outside are both intended to minimise understeer. It has nothing to do with braking, as such, except that braking is something you do as you approach the corner. If you do move forward, move your weight back again as you start to accelerate to get the best traction. You will already have started to straighten the wheel at this point so you no longer have to worry about understeer.
If you race rental pro-karts, you might find they are very heavy and stiff, particularly at the back, and therefore very difficult to pick the inside rear up in the corner. They will understeer quite badly. Do you use a seat insert at all? I race in Club 100 and was suffering from understeer until I changed my seat insert to something a little higher and a little further forward.
