That's not quite true.

Your example, the VT 250 shows that a 4 stroke 250cc with twice the capacity of a Rotax will go a bit faster, just as a Rotax of 125cc is a bit faster than many 100cc engines.

On the other hand, they don't fit 250 2strokes to the normal kart because they are too powerful. The Aprilia RS250 turns out 60 hp in its racing format. (the VT-250 can turn out 40hp but some tracks won't accept it because it is so powerful that any mistake quickly becomes an incident for a gridful of drivers)

On the other hand, if you were meaning that there are commercial 4 stroke kart packages regardless of size that are as quick as commercial 2 stroke kart packages, then obviously it is true.
