Actually, it can matter quite a lot. For example, there can be quite large differences between the flex in the kart depending on torsion bars in or out, on the ride height of the rear bumper (if using one of the new plastic bumpers) and so on.
There's no point in spending a long time 'testing' whether it's better to put the front torsion bar in or out, if you haven't realised that with the front bar in, the flex is two degrees toe in and with the bar out it's 4 degrees toe in. Especially with a novice, you will try taking the bar out, find it's half a second slower and go back to bar in. However, realise what effect the removal of the bar has to the static position and than you can start off without the front wheels acting as brakes all the way round the circuit.
I'm not suggesting that you need to put the driver in every time you make a change, but at least enough to calculate that baseline.
