The formula measures temperatures in degrees Kelvin, (Celsius + 273). So in your example initial temperature has decreased by 3/293 (call it 1 percent) so you might increase your tyre pressures by 1% (0.22psi to 22.22 psi)

3 psi is far too much, if your initial 22psi was roughly right to begin with. (22psi sounds high for any slick tyre except cadet anyway)
