Surely if they removed the seal everyone would end up tuning or at best blueprinting the engines meaning costs go up again just to be competative.

If you look at the classes that do well they are always the ones where the costs aren't allowed to spiral without control. I remember the old days of 100cc where you would spend hundreds on rebuilding a motor that would go bang in 30 mins. And the same again on trick carbs.

At least Rotax allows you a relatively level playing field without having to constantly try and "develop" you engine to maintain competativness.
