Most people in karting will tell you that there is little or no disadvantage carrying ballast, but as you are finding this is not always the case. Even though 10kg is not a lot of lead to deal with, (imagine carrying over 20kg as my son was when he was 10 and didn't weigh much more himself), but all the same IMO it is the same disadvantage as if you were 5kg overweight. Chassis' are carefully built to work with big lumps of mobile person not small lumps of static lead. You need to think carefully about where you put it and then test different combinations.
You should certainly think about putting some weight at the front and also as high on the back of the seat as you can get. How much and where might depend on the length of the drivers legs in relation to his overall height.
