There seem to be three problems:

1) It's the passion of the driver that burns out, not necessarily the wilingness of the parents. Most parents I have met haven't been convinced their child is the next F1 champion, its just that they don't want to depress the child by injecting reason into their dream.

2) They become aware of alternative ways of spending a weekend, my nephews don't have time to come karting, they are too busy doing rugby, swimming, seeing their friends and school projects.

3) Money.
