Is is possible that over the years drivers have become so used to not being listened to that they no longer even bother to try and influence their future.
After all, it's only once a month for most and they can probably tolerate that.
The key to all this communication business is email.
You don't have to get a pen, paper, envelope, stamp and then troll off to the post box, just to put your point.
At the other end there is no opening of envelopes, deciphering handwriting, dealing with a paper mountain (They wish) of replies.
The emails can be forwarded en bloc to any relevant party, it's SO easy.
Therein lies the probable answer, they will get a majority opinion which doesn't fit their remit.
