tkm is cheaper to buy second hand but grids are always dependant on Super 1.
Open is in the middle of a resurgance at the moment. A few years ago grids were down to 3 or 4 at some races, this year 8 with a few new drivers joining the class - all coming back next year. There are also a few drivers returning in 2011 and more new competitors coming in.
In terms of engines the old EcoMoto or Biland can be picked up for around £500 if you can find one but both are getting old now although reliability can still be good. There are more new generation motors on the grid than ever next year and there are 3 to choose from. Swiss Auto, Suter Vampire, Tech-F1. Arn't many around second hand yet but should be able to pick one up for around £2k. Rebuilds £4-500 each winter to keep them tip top and you will get alot of testing time between races for that.
Personally i would suggest the open class as it cannot dilute. Peak BHP is equivilent to KF2/KF1 and not run at clubs or Super 1 etc, so everyone who wants to race will come to f6. Depends what budget you have, 2k+vat will get you a new swiss auto or a good second hand Vampire or Tech for 2k or less.
