I agree with you 100%
The design of pretty much all kart brakes is astonishingly poor and there are no excuses for this.
However, karters are a funny bunch and I expect a thread full of people defending being ripped off by the manufacturers (see some of the shocking comments in the storm thread) and why the situation in karting is so special that the brakes have to be this way and that you probably should be changing the fluid and rebuilding them even more often.
By comparison, brakes on MX bikes are pretty much maintenance free other than pad and disc changes - they will literally work perfectly for years with no fluid changes despite getting regularly packed with mud then being pressure washed.
As you pointed out, a dust seal wouldn't hurt, would it!
