Well......
1) You are sligthly lucky having the raised, angled washers. It may need some fine work with a file or hacksaw but, usually, those washers are only made of an aluminium alloy and thus can be cut/filed easily.
At worst, it may be possible to drill into them at an angle perpendicular to the angled face.
Whatever method you choose, you should be able to cut/file enouigh of the washer away to leave enough of the cap head exposed on which to clamp molegrips. Try to avoind the tempation of lightly filing and hoping to grip on a little bit of the bolt. You'll round that small bit 'off' and not get enough grip. Do a proper job exposing as much of the bolt head as you can before starting the molegrip trick.
2) If each bolt has enough thread left on which to place TWO thin nuts, the you could tighten these AGAINST each other still leaving enough space between them and the current nut. If so, you can use the newly 'looked together' nuts to hold the bolt and loosen the original nut, thus releasing more of nthe heafd of the cap-bolt for you to get a grip.
Good luck in the task. Releasing them will be long and tedious. Makesure you tell the previous owner hop much FUN that was.....
