Slightly puzzled here as you should be aiming to slacken off the nut at the other end of the bolt. Maybe you are and the whole lot is turning?
If that's the case then try grinding or drilling the head/washer.

I've had mixed results using easyouts, sometimes they work perfectly, other times they break leaving you with an even bigger mess to sort out.
