As Raceinstructor has suggested it's probably the minimum lap time setting too high, which isn't actually the minimum LAP time but actually the minimum SECTOR time. So if your track has more than 1 mag strip and a sector is less than 20 secs you'll get the issues you are having, as that mag strip will get ignored.
