"The bolt invariably breaks on the threads not the head."

Always fit a bolt that has the plain shank slightly longer than the outside diameter of the steering wheel boss. Then fit washers or spacers (a drilled out nut works well) to take up the small number of threads protruding through the boss. Fit a new nyloc and trim the bolt to a couple of threads past the nut. (This ensures that the bolt shank is in double shear on the strongest part of the bolt.) Then wrap in insulation tape as a secondary measure.
