Why not simply have a yellow/red card system. Yellow is a warning, red exclusion from the meeting. Two yellows in one meeting and you're excluded. Points apply only to exclusions from a meeting. Time penalties can be applied together with a warning.
In this way, the punishment can be set to suit the offence, when the clerk gets it wrong (as in ScoobyScene's case) it doesn't have to result in a ruined weekend, and repeat/serious offenders are removed from the meeting entirely (and eventually subsequent meetings also). Moreover, there is then a punishment in place for "clumsy" driving that basically says, "don't do it again."
Also, should the starts be getting out of hand, the whole grid could be yellow carded, which should result in safer starts from then on.
