lets get a few things streight.
marshals are there for your safety not to act as clerks. yes they see and report back to the clerk if they see something but there first responsibility is to your safety and to wave flags to warn you about a hazzard ahead. this takes priority over any report to the clerk.
the CoC has deputies and observers on track and they should be watching you, but they cant look everywhere at once, they maybe looking at somtthing else when an incident happens. ( you only usualy look at your own little johny or jane and probably with rose tinted glasses not the whole field racing by )
clerks handing out points like sweeties tells you that the clerks were observing the track and driving standards were poor. Clerks hands are tied with the points on licences as the MSA mandate minimum points for certain driving offences.
also remember this is suposed to be the cream of brittish karting and clerks should not need to be handing out points at this level.
