We followed the "new engine, 2nd hand chassis" advice when we started in minimax (and indeed owner/driver) just over a year ago; worked ok for us.

2009 barrels have taken a lot of the variation - and hence inflated prices - out of the engine market; so 4k sounds a bit steep to me. Even an off-the-shelf engine would give you a reasonable start.
