Having everything tight will work the tyres too hard, the kart will feel great but it's actually slower. Itpro's post elsewhere explains all very well.
Loosening will release that grip and free the kart up. If you have too much oversteer or understeer, tighten the front or back to suit until you find a good compromise on lap times.
