In principal it's not a bad idea, but only if a number of the existing classes are culled and the age ranges moved to match. For instance:
Bambino: 6-8 years Cadet: 8-10 years Super Cadet: 10-13 Juniors: 13-16 years Seniors: 16+ years
You can elect to move up in the year in which you fall within the lower age range, or stay in the class if you start the year in the upper age range. If moving up early, it may be a good idea to have minimum license requirements to stop young novices from entering the more senior classes.
If, outside of the international classes (just KF3 and KF2 I'd say), each age range had just one national class, with any existing classes phased out at club level, you'd have a pretty good foundation for MSA karting. Let any other classes run outside of the MSA/ABKC banner.
If people really want less classes in karting (and I haven't heard anyone suggest otherwise), quite a lot of us in smaller classes are going to have to accept that our racing will be non-MSA or not at all.
Since it will probably be the Rotax classes that are run at the Junior/Senior level, perhaps the MSA could make it an Open TaG class with regs that mimic the Rotax engine (same port heights, head volume etc). Similar can apply for Cadets etc.
