I am very reluctant to give people a non-payment strike... but that's your ultimate option if you want to sanction him. What you can also do is suggest that both parties mutually back out of the transaction. That way eBay will return your selling fees to you. If you bring the matter to 'the resolution centre' it will guide you through that.

There may be a very genuine reason why he can't complete the sale - e.g. personal problem or tragedy of some sort. On the other hand he may have gotten cold feet after having placed the bid. The honourable person in me would give him the benefit of the doubt unless he's demonstrated to you that he's a bad egg.
