As far as I knnow the 25 litres is only for the 102 octane fuel for the KF classes, as being currently used in the KF Winter Series, and you can buy 10l cans if you need to take some home to store, or decant into 5l cans. Also as far as I know there isn't a legal problem carrying 25l fuel in a vehicle, only perhaps storing it at home, often this depends on local council rules. But I stand to be corrected.
(Certainly when S4 had control fuel, it was always supplied in 25l drums.)
