If the Tony Rocky has the fixed seat stays it will not take a Honda without some major removal of kit and use of chassis clamps and stays.
My daughter ran the Tulli chassis with Honda but it could take the WTP and Comer as it came without any of the permanant welded seat stays. essentially it was a Tony Rocky which is a great chassis and was hugely competitive.
There are pros and cons with all the cadet classes but for me if you are just starting out there is no better engine than the Honda. As a driver your lad can focus on driving and for a dad/mechanic the engines are very reliable leaving your focus of driving and chassis set up.
Not sure if it is the same in cadets, however, in Honda Senior the whole grid is willing to help with guidance and there simply isn't the same bull as in the other classes. Plus Rog and Paul at RPM provide a wealth of awesome advice as well as some stonking motors for a fraction of the so called British Champion class (or the other one!!).
