What to check when buying a used cadet?

We have a really old Cadet that has done the job of getting my son on the track. It has a Comer W60 that is sealed but clearly hasn't been serviced for many years. I know the kart is too old to race next year (but not really sure why). If I buy a used cadet to race in 2010 what should I watch out for :-

1)How old is still legal?
2)Any big reg changes to watch out for?
3)Should I buy a kart and engine or invest in a rebuild and can I get a new log book?
4)Comer or WTP - both run at the clubs near us?
