Not quite. Remember, average acceleration around an ideal lap is 0. Getting round a circuit quickly is all about highest average speed. To achieve this we maximise area under the power curve.

In your second paragraph you've forgotten you only have one gear therefore maximising area under the torque at wheel curves is the same as maximising area under the torque at crank curve. You clearly know you get more performance by maximising the area under the power curve, then, by sleight of hand, want to maximise area under the torque curve.
