Thought I would show you my reply, sounds like the decision has already been made, in my opinion the consultation is just a legal excercise.

The proposal that has been made and is published in Motor Sports Now magazine is for the CMR/CMS helmet standard to become mandatory for all drivers under 15 years of age with effect from 1.1.2011 (recommended for 2010). Should the regulation as proposed be passed you would not need to replace a helmet for the new standard until the end of next year (31.12.2010), no helmets will be failed at scrutineering next year under this regulation.
It is also worth noting that there is no upper limit on the age at which such a helmet can be used, the proposal at present is for under 15’s as mandatory, but it will remain on the list of permitted standards as optional for use in karting in the UK by any driver of any age.
I will pass your comments on to the Kart Sporting Committee for consideration as part of the published consultation period.
