Yes you can use a piece of flat metal, provided teh edges are rounded.

You can also use two big (12 inch plus)screwdrivers and a piece of tube.

Put the tube through the axle hole in the tyre to act as a pivot for the drivers.

push one side of the tyre into the trough, and pick up the other side on the ends of the screwdrivers and lever it over the rim. one screw driver goes each side of the tube.

cross the handles of the screwdriver behind the tube. This makes the points in the tyre open like a pair of scissors, pulling it over the rim.

It's the same action as tyre tongs without the expense.
