It appears the club organised two ambulances and one did not turn up.
For whatever reason, the CoC /Steward thought they could start the racing. (Possibilities: they thought the second ambulance was on site if not on track, or they thought there were less drivers than there were due to late entries
When they realised that they would remain short of one ambulance, they tried to cut down the numbers so racing could continue.
No-one would volunteer not to race so the whole meeting had to be cancelled.
Dismissing this as "just a club round" is enormously selfish. It was an NKRA qualifying round as well as a round of the club championship, not just some S1 practice event.
If one was looking for people to blame for the cock-up, all those who entered late could be chosen, or all those who chose S1 practice over other people's championships or perhaps we should blame whatever incident ( a road traffic accident perhaps) stopped the second ambulance from showing up, just as much as the club. But we aren't looking to 'blame' people, are we?
