Graham,

The way I read it, it says you have to report to the clerk AFTER the race... you will THEN find out whether you were PERMITTED to perform the slow drive through in response to the black flag.

In this kind of situation, where there is doubt, this rule makes sense. If it isn't there for this reason then why does it exist?
