Where does it say in the blue book that the time penalty has to be 20 secs? It can be a very confusing document and hard to find the rules you want to test.
All I can find is that a time or place penalty can be applied if a competitor is judged to "have gained an unfair advantage" . ( Page 191 in 2009 edition)- but if a 20 sec penalty is buried in the book somewhere then I stand corrected - I am sure someone with more blue book experience might be able to say where it can be found
Time penalty is up to 10 seconds and place penalties are up to 5 places - I would presume the exact amount would be determined by the Clerk based on a judgement/ independent reports on how much advantage had been gained in the incident
A place or time penalty in however must incur a licence endorsement of 3 points
