The rules are in the Blue Book.

section k98 says "Track regulations in G74 to G79 as appropriate apply to Kart Racing"

G74. A vehicle on its own may use teh whole of the track, but when it is caught up by a vehicle temporarily or constantly faster, the Driver shall give that vehicle right of way.

G75. Manoeuvres liable to hinder another driver, such as premature changes of direction on the straight, crowding towards teh inside or outside of a curveor any other abnormal changes of direction are strictly prohibited, and will be subject to a range of penalties from a fine to exclusion. The repetition of such driving, even if involuntary, may result in exclusion.

In other words, if you are being overtaken, you have to give the other driver room to overtake you.

You aren't allowed any manoeuvre that may be construed as blocking (deliberately hindering the other driver) including untimely changes of direction on the straight.

You aren't allowed to drive the other kart off the road.

You aren't allowed to hit the other kart.

This doesn't mean however that an overtaking kart has the right to be 'given' the corner and the racing line. If he is inside you, you have to give him a kart's width of space ( a right of way)and if you can stay with him round the outside, you can hold him tight to the inside line, a 'lunge up the inside' doesn't give him the right to drive you off on the outside or force you to brake.

Indeed, at some tracks, a swing back to the outside from a blocking line in the middle of the track may be considered an 'abnormal change of direction', particularly if it's done more than once. Ie, if you take a racing line down the middle or inside of the straight and you are in front, then that's where you have to make the corner from. You cannot do what you often see F1 drivers doing in swinging over to the outside line to get the angle on the corner, and if the driver behind has already gone to the outside line, then you are deliberately hindering him.

Of course, you need to temper this with a certain amount of common sense, but these rules do cut both ways. But they are very specific about NOT being able to block.
