If something is required by law they don't charge VAT on it - issue is although helmets are required by law, they law relates to an optionial pursuit.

I remember in the past that certain childrens helmets did not attract a VAT charge, although if you go for the brand name option then you paid.

p.s. I have an Arai so i am an equal brand tart
