According to the regulation you had to buy a new set of wets for the first round and these would be stamped and retained in Parc Ferme in the same way as for the slicks.
At the end of the meeting you have the choice of having the wets bagged so that you can use them at the next round but slicks you just take away.
That was also the procedure for the last couple of years.Those regulations are as per the S1 website today so you should not be allowed your three sets of wets.
As for the need to buy a new set of slicks per meeting maybe the clue is in the name:-
