I think you are wrong.

"...sprocket and brake disc carriers ..."

To me it reads that the carriers for the sprocket and the brake disc cannot be plastic but the sprocket itself can.

For you to be correct it should read :-

"...sprocket and brake disc carrier ..."

or possibly, for the actual sprocket to be illegal, it would read "sprockets and brake disc carrier". For me, it is quite clear that this rule is specific to the actual carrier and not the sprocket itself.
