Sadly, NJB is CORRECT!
The crucial point to notice is that the calibration of the Dyno is VARIABLE! By that I mean that 1 bhp on Tuner A's dyno may well be the same as 1.1bhp (or anything else!) on Tuner B's dyno!
Many would suggest that disreputable tuners DELIBERATELY wrongly calibrate their dynos so that can PRETEND that they create engines with HIGHER dyno figures than OTHER tuners. While the Jnr Joe's of this world BELIEVE that Dyno figures matter, then there will CONTINUE to be pressure on 'naughty' tuners to show these SILLY dyno figures for their motors!
There's also the effect that an IDENTICAL motor can read display a DIFFERENT power curve on different days! Damn it, there can be significant changes in power during a LUNCH break! The weather/atmospheric conditions can change WILDLY and the motor which showed 28bhp on the dyno before lunch may NOW be showing 27.4 bhp AFTER lunch..... even if NOTHING is changed on the engine!
Dynos LOOK like 'science in racing' but they really SHOULD NOT be thought of that way!! As the man said, it's LAP times that matter!
Good tuners don't care about the ABSOLUTE figures; they only look to see the SHAPE of the power curve and how change X or Y affects that curve!
