Please don't confuse the roles of flag marshalls and driving standards observers. You appear to think that the guys on the flags are the latter, when it is almost certainly not the case. They will probably not be watching for incidents but looking out to flag after they have happened and to sort blues when necessary.

The clerk will ask if anything was seen, but it won't always be the case that the marshalls have seen it. You have the option to protest if nothing is seen by the officials. If you take it, then you will participate in the process, not comment on it from the outside.
